You need to unplug two other devices, because seems the game detects them instead. After only virtual controller appears in joy.cpl, please try to restart the game and re-check how it works.
UPD Yay! Great news

Fixed Mouse movement, Removed the Wireless USB Dongle and got input from my mouse in game using reWASD to control the menu, Now just to test all the other buttons in game... So the Wireless dongle might have been trying to pick up the inputs before the xInput device. weird how the game couldnt identify which device i was using though. And i just got the mouse to work on this test, will update after i setup keyboard commands again and test.
If it fixed it, thank you for all the troubleshooting help =) you struck an idea with the last message and the devices =P

Should i unplug any adapters i have plugged into the pc ? like the DUO has a USB dongle to connect wireless and the xbox controller is wired. Both are still connected though.

yes, it will work in the tester and every other game / app i seem to open will show the Xbox Control's, just not on Apex for some weird and random reason.. So yes exactly what you said. the keys ive mapped will work in another game, even though the controls are completely messed up, i tried it just to see if it was a profile error. and it wont reproduce on any of my other games i have installed.
Here is that file you asked for - It wont allow me to upload the .nfo for some reason it says i dont have permission... so here is a link to the NFO file. its shared on Easyupload so i hope thats alright.. https://easyupload.io/ic7vf6

There is no need.
It's really weird.
Let me make sure I got you right from the start.
A virtual controller mapped to a physical keyboard and mouse works without problems in the tester and other games, but does not show up in Apex Legends, right?
Please send me the file with system information. It doesn't include any personal data but shows active processes, installed apps and drivers. It will help us recreate the same conditions and reproduce the issue from our side.
1. Type ‘msinfo’ in Windows search
2. Press Enter to open System Information tool
3. Go to File → Save
4. Send me the *.nfo file you get
