Xbox elite 2 paddles not taking "controller input" remapping

I'm experiencing an issue where my paddles won't take a controller input remap.

I have verified that the paddles are unmapped in all slots in xbox accessories. Oddly enough, in test mode in xbox accessories, it shows that the remapped buttons are being pressed, but none of my games are acting like they're receiving the button press. This is consistent in steam and windows games.

If I remap to a keyboard input, etc., no issues. It's only when remapping them to another controller button.

What other steps can I take?

Please make sure your controller has the latest firmware installed, and the game supports the output device you select in the configuration.
