It would be nice when navigating across shifts whenever I click a device such as a mouse or keyboard,

the shift page that I'm on stays active focus with the 'level' of editing on the device.

Theres three levels on the device I don't really know what to call them but the second level has an icon of two keys. On the right hand side.

Shift modes are just different layouts for your devices. I am not sure if I got you correctly, but if you wish to change the shift layer to edit it, you can simply click the Shift Layer number in the center of reWASD config (Shift0,1,2,3,4).

Three levels? I am really confused right now. What is the device you are using and what is meant by 'Three levels'?
