Add activators to scroll wheel

I noticed a lack of activators on scroll wheel, namely jumping to alternate shift layers or adding delays between jumps. It'd be nice to scroll up or down to switch between shift layers, and an option to add a delay after activation to prevent multiple scroll activations.

The scroll wheel is not a classic digital key. It works another way, so it is technically complicated to add Activators or make it possible to use it as Jump To Shift mapping. I can't promise or guarantee that it will be implemented.
