I'm just want to clarify one more thing: you mean when you press and hold Left mouse button that works as Left trigger? Or you use the physical controller too?

If you have keyboard and mouse only, then I think that the issue lies in the game itself. When you press Left mouse button mapped to Left trigger, the game goes to aim mode. In this mode, your input is always much slower. In order to avoid it, you need to add one more Shift:

Shift modifier 2: Left mouse button:



Inside this Shift (1), please go to Virtual controller settings (2) and tune Initial Deflection (3) (make it bigger, like on my screenshot):



In this case, when you start aiming, you can move your mouse slowly, but the emulated stick will be deflected further and so the target will move faster.
