No matter what i do fortnite won’t pick up rewasd, i’m using an xbox one controller and have all the configs right, i’m trying to use up on dpad as a turbo key combo and it’s not picking it up at all.

Then it seems that it happens because the game doesn't detect the controller. A few things to check:
1. Ensure that Ignore gamepad input option is set to OFF in the Fortnite's settings.
2. Try to restart the game with all its launchers after you click apply. So, close the game, apply a config, then open the game.
As I understand it, you are using a physical Xbox One controller and have remapped buttons to a combo with a [turbo]. If the steps that I described above do not help, check if you have activated features: Advanced mapping, Combo, Rapid Fire.
