is there a workaround or something i can do to avoid having to replug my controller after every computer restart?

thats easy cause it doesn't register/work.

We don't have a function to logically re-connect a controller on software level, especially if it is not working or visible to the system/app.

I suggest looking for a reason, why your controller does not work until physically reconnected. It might be possible that the USB port or device itself is being disabled from the start to save power. This can be disabled at Windows [Device Manager]: set view to [Devices by container], find your controller, and check all items inside for [Power Management] tab - where it is available - disable power saving function.
