Or does a device have to be connected and appear in the bottom left before I can see or do anything relating to it?

You can adjust mappings when the controller in not connected. However, you will see Xbox Elite controller instead of the one you have. If you are using gyro or want to remap the touchpad of DS4/DualSense for example, those mappings will be hidden while you do not have a physical controller connected. We are planning to let you choose which device should be shown instead of the default Xbox Elite, but this option is not ready yet. Will be happy to let you know once it is implemented.
Right now, please ensure that you enable all the sub-configs here and switch to Gamepad:
