are fighting pads like the "PowerA Fusion" or the "Hori figting commander" recognized by Rewasd?

Hello.
reWASD officially supports only PowerA MOGA XP5-X. Hori fighting commander can be recognized as Xbox 360 if it has X-input mode, but it is not guaranteed to work as you expect.
Also, you can find a list of supported devices here.

But it is just simple pads with buttons, is there any difficulty adding them?

We do not know as for we never had a chance to test them. Hope they will work.

ReWASD recognizes my MAYFLASH F500 fight stick as a normal Xbox 360/One controller when the fight stick is set to XINPUT mode.

It will almost certainly do the same for the fight pads.

Yes. Many devices that can work in X-input mode can be detected in reWASD as an Xbox One or Xbox 360 controller. And this makes it possible to remap the main buttons.
