I have a setup on my keyboard that when you press right alt and apps together it toggles the keyboard and mouse from main configuration (no changes) to "Turbo" in which space, e and left click are all in turbo input mode. This works on the keyboard no problem, but the mouse turbo doesn't work, even though they are both using the same configuration settings. To test mouse turbo I set left click to turbo on main configuration and it does indeed click at turbo speed. But shift state 1 doesn't seem to be recognized on the mouse?

Am I right that you are using the same key combination (Alt+App) to activate the Turbo layer on your mouse? If yes, then you need to group your mouse and keyboard together. Then, Shift Jump from one device (keyboard) will influence another device (mouse). Please check this icon to open the Group tab:
