Is it possible to have one button cycle between multiple keyboard keys? As an example, when pressing the A button for the first time I'd like it to send 1, then 2 on the second press, and finally 3 on the third press. Is this possible using shift layers or anything else?

It is possible with [Combo] of those keys separated by [Break] nodes. Check this article for details.
