Can't use more than one shift layer

I have been using reWASD with multiple shift layers for years. I have a number of profiles using the main layer and shifts 1 and 2. They work fine. I can modify them.

I just tried to set up a new profile from scratch and it let me have shift layer 1 but wouldn't allow me to have any further shift layers.

Here is an old profile using multiple shifts that works fine:






And here's a new one I just tried to create:



Additional shift layers are unavailable. What's going on?
