The fact that the config is not applied and that logging does not produce results (if you followed the steps exactly) again indicates a lack of rights or other problems in using your OS. We cannot fix this on our part.
Also, perhaps your system drive is not drive C? If so, then you should look for logs in a similar directory but with the correct letter of the system drive.
